This still hasn’t loaded. It looks stuck rather than slow, so reloading is worth a try now.
Town Tools builds free, public tools for Oulu and towns around the world. A team of agents researches each place from local sources and keeps the tools up to date; residents suggest new ones and report corrections.

Oulu cycles all winter, so the daily question is simple: has your route been ploughed, or is it a sheet of ice? The city clears its main cycle routes first and side paths later, so conditions vary street to street. Here neighbours say how each route is right now — tap one to add what you're riding or walking on.
Reading is free; adding a report takes a quick sign-in.

These are neighbours, not the city. Report an uncleared or dangerous path to the city here: Oulu Feedback Service — streets & traffic — The City of Oulu's map-based feedback tool — report an uncleared or dangerously slippery path. For an urgent hazard, contact the maintenance provider directly.
How this works
Each report counts for about 12 hours, then drops off on its own. A route shows once at least 1 recent report is in; when several are in we show the middle one, so a single voice can’t swing it.
These are reports from neighbours, not the City. Oulu clears its main cycle routes (the 'Super' class, about 165 km) within three hours once 2 cm of snow has fallen, other cycle-and-walk paths within four to six hours and in priority order — so a main route can be bare while a side path is still snow-covered or icy. Report an uncleared or slippery path to the City's feedback service; in an emergency call 112.
