Where the warnings actually come from
FMI issues these for Pohjois-Pohjanmaa, which runs from the coast at Oulu inland past Pudasjärvi and Kuusamo — an area larger than several European countries. A thunderstorm warning for the county does not mean a thunderstorm over Rotuaari. Read it as "somewhere in this region, and possibly here".
FMI uses four levels. Level 1 is an advisory and shows here without a colour. Levels 2, 3 and 4 are the yellow, orange and red warnings of the European scale — yellow means be aware, orange means be prepared for disruption, red means take action.
In July the warnings here are thunderstorms and forest-fire weather. From roughly November the list changes to snowfall, freezing rain, wind and cold, and those are the ones that decide whether the paths are rideable and the buses run.
