Law 164/2025 replaced the old rent-control system with a rent worked out from your existing legal rent and which of three bands your area is in. Alexandria Governorate published its bands on 10 December 2025, in Governor's Decision 312/2025, and the first of the law's annual 15% increases took effect in September 2026.
Unlike Cairo's, Alexandria's decision was published as text, district by district — so you can look your area up below instead of guessing.

Finding out your band
Decision 312/2025 covers Alexandria's nine districts and Borg El Arab. In every district, anywhere the decision does not name as distinguished or medium is economic — so if your area is not listed and is not inside one of the named boundaries, economic is the band that applies. The East district (Sharq — Raml, Sidi Gaber, Smouha and the streets around them) is the exception to looking it up by name: the decision draws it as numbered zones between boundary streets, not by neighbourhood, and the line can fall down the middle of a street. If you live there, or your building sits on the edge of a named area, your district office (the hayy) can tell you which side of the line it is. A classification can be challenged at the Administrative Court.

When the transition ends
Article 2 ends a residential old-rent tenancy seven years after the law took effect — on 5 August 2032 — unless landlord and tenant agree to end it sooner. Before then, Article 8 lets a sitting tenant apply for an alternative state-owned home, rented or bought, in return for handing back the old one. Applications are made on the Digital Egypt platform under the alternative-housing service, and on 30 October 2026 the window was extended by three months, to 12 January 2027. A refused application can be appealed on the same platform.
