Vista Irrigation District bills water every two months. The price per unit rises in three tiers, and how many units fit in each tier depends on the size of your meter. Enter the units on your bill to check it against the rates in force since 1 January 2026, or try a smaller number to see what using less would save.
An estimate, not your bill
This is a guide, not your actual bill. Real bills depend on your meter size, your exact metered use, and any adjustments or programs you qualify for. Check your bill or the city for the exact figures.
Why the bills keep rising
Why there are three tiers
Each tier is priced on a different source of water. Tier 1 is based on the district's cheapest supply: local water from Lake Henshaw and nearby wells, plus some raw water treated at the Escondido-Vista plant. Tier 2 mixes that with water bought already treated. Tier 3 is priced entirely on treated water bought from the San Diego County Water Authority, which is the most expensive.
The district passes on every increase in what the Water Authority charges for wholesale water, and is paying for large repairs: a new roof on the Pechstein Reservoir, a second reservoir beside it, and replacing the Vista Flume, the nearly 100-year-old channel that carries treated water to the district (estimated at $263 million on its own).
In the city of Vista, sewer is a flat yearly charge, not based on how much water you use. From July 2026 it is collected on the county property tax bill instead of a separate city bill. Renters usually do not pay it directly.
Not everyone in Vista gets water from the district
Some Vista addresses are served by Vallecitos Water District, which has its own rates. If your bill does not say Vista Irrigation District at the top, this page is not for your bill. The district also serves parts of San Marcos, Escondido and the county.
If a bill is late
The district adds a $20 late penalty. If water is locked off for non-payment, the lock fee is $204, or $61 for households below 200% of the federal poverty line. If a leak pushed your bill up, ask about a leak adjustment: call (760) 597-3100.
