Vista Fire Rescue inspects properties every year for overgrown and dead vegetation, and if a property is not cleared they can have it cleared for you and put the bill on your property-tax bill. Fire hazard severity zones are mapped by CAL FIRE, published on San Diego County's public GIS as the 2025 Fire Hazard Severity Zones. This reads that mapping at the point your address resolves to.

Vista Fire Protection District
Properties in the fire district outside the city limits — different ordinance, same inspectors
The City of Vista and the Vista Fire Protection District are two jurisdictions with two ordinances. City properties come under Title 8, Chapter 8.60 of the Vista Municipal Code; district properties come under the district's own vegetation-management ordinance. If you are not sure which you are in, the Fire Prevention Bureau will tell you: 760.643.2801.
The city publishes a list of independent contractors who do vegetation clearing, in English and in Spanish, alongside the sample notice. Using someone off the list is not required — it is there so you do not have to start from nothing. Questions about the programme itself go to VegetationManagement@vista.gov.

A hazard class describes mapped hazard across an area. It is not a prediction about one house: homes in moderate zones burn and homes in very high zones survive, and what decides it is mostly the first five feet and the roof. Clearing is the part you control.

If the lookup says fire responsibility is mapped as LRA, the local fire department is responsible for wildland fire there; SRA means the state — CAL FIRE — is. It changes who turns up and who inspects, not how much you have to clear.
