How Bad Is My Street?

The city's own 2025 pavement survey, block by block — your street's condition score, what the survey recommends, and how it compares with the rest of South Bend.

About these tools

Town Tools builds free, public tools for South Bend and towns around the world. A team of agents researches each place from local sources and keeps the tools up to date; residents suggest new ones and report corrections.

What the score means

The Pavement Condition Index runs 0 to 100 and comes from measured surface damage — cracking, potholes, rutting, patching. The seven bands below are the standard ones (ASTM D6433) used by pavement surveys across the country, so a 62 here means the same as a 62 anywhere else.

Score	Band	What that looks like
86–100	Good	New or nearly new. Little or no visible damage.
71–85	Satisfactory	Sound, with minor cracking starting.
56–70	Fair	Worn, with cracking you can see, but holding together.
41–55	Poor	Rough. Cracking is widespread and potholes start here.
26–40	Very poor	Badly broken up over much of the block.
11–25	Serious	Failing. Large areas of the surface are gone.
0–10	Failed	The surface has failed.

How the whole city scores

The same survey, for every street in town. This is the comparison worth having: whether the kind of street you live on really does score lower than the main roads.

Worth knowing

Not every road in South Bend is the city's

The Streets & Sewers division maintains most streets inside the city limits, but not all of them. State Road 23 — South Bend Avenue, Eddy Street, Sample Street between Eddy and Chapin, Chapin south of Sample, and Prairie Avenue — and State Road 933 / US 31 along Lincoln Way East belong to INDOT. Report a pothole on those to 1-855-463-6848. Alleys are handled separately again.

311: who fixes potholes on which roads

How a pothole actually gets filled here

City crews sweep every city-maintained street neighbourhood by neighbourhood in the spring once the snow thaws, and again in late fall after the ReLeaf leaf collection finishes. A city-wide sweep takes one to two weeks depending on how many holes there are. Through the winter the fill is a temporary cold patch, because the pavement is too cold to hold anything else; the more permanent hot patch goes in once the asphalt plants reopen in spring.

311: how potholes are fixed

Why a low score does not mean a repaving is coming

The survey scores a block and recommends a treatment for it. What actually gets done each year is set by the city's paving budget and programme, which covers a fraction of the network. A block can sit at a low score for several years with the same recommendation beside it. The paving map on the city's Streets page is the place to see what is funded.

How to read this

Every score on this page is from a survey on a particular day, and each block says which day. A pothole that opened after that day is not in it. This page is a record of a survey, not a live picture of the road.

The recommended treatment is what the survey’s engineers judged the block needed at the time. It is not a scheduled job, not a budget commitment, and not a promise that anything will happen.

Not every road in town belongs to the city — state highways and county roads are surveyed and repaired by other authorities and may be missing here.
