Is My Water Pipe Lead?

Your address in South Bend Water Works' own service line inventory — what each half of the pipe is made of, how they know, and what to do while it's still unknown.

About these tools

Town Tools builds free, public tools for South Bend and towns around the world. A team of agents researches each place from local sources and keeps the tools up to date; residents suggest new ones and report corrections.

What you can do

In order — the first two cost nothing and work today.

If yours says "not established", tell the city what it is

This is the one that changes the record. The city cannot dig at 52,000 houses, so it asks residents to look at their own pipe where it comes through the basement or crawl-space wall and report what they find — a scratch with a coin and a magnet is the whole test. It takes about five minutes and there is a short video showing you how. Every survey returned turns one "not established" into an answer, and the city prioritises replacement work off this record.

Ask for a free lead test of your tap water

South Bend Water Works will test your drinking water for lead at no charge. Email waterquality@southbendin.gov or call 311. This is worth doing whatever the inventory says about your line: household plumbing, solder and brass fittings can carry lead even where the service line does not.

Run the tap before you drink it, and use cold water

Lead gets into water by sitting in the pipe, so the first water of the morning is the worst. Run the cold tap until it turns cold — a minute or two after the water has stood overnight — before drinking, cooking or making up baby formula. Use the cold tap for all of that: hot water dissolves more lead. Boiling does not remove lead; it concentrates it.

If you want a filter, buy one certified for lead

Not every water filter takes lead out. Look for one certified to NSF/ANSI Standard 53 for lead reduction (or Standard 58, for reverse osmosis) — it is printed on the box. A filter only works while its cartridge is in date, so change it on the schedule the maker gives.

Get a young child's blood tested

No web page can tell you whether a child has been exposed; a blood test can, and it is the only thing on this list that measures a person rather than a pipe. The St. Joseph County Health Department does blood lead testing — 574-235-9750. Fewer than one child in ten in this county has been tested in the past decade, against a recommendation that all of them are.

Who owns which half

In South Bend the whole line is the property owner's — both halves

The city's own 311 knowledge base puts it in one sentence: "Property owners own the water service line from the water main to their home or building." That is unusual. In most American cities the part under the street belongs to the utility and only the part past the curb stop is yours. Here both are yours, so a lead reading on either half is a repair the property owner is on the hook for. The inventory still records the two ends separately, because they are very often different materials.

LeadA lead pipe. Lead can dissolve into the water standing in it.	2,286	4.3%
Galvanized, needs replacingGalvanized steel that was once downstream of lead. The zinc coating traps lead particles, so the rule treats it like a lead line.	2,232	4.2%

Worth knowing

In South Bend, paint is the bigger source — and there is grant money for it

The city says so itself: nearly 80% of South Bend homes were built before 1980, "the largest source of lead poisoning in children is lead paint in older homes", and city water is tested and is not itself a source. Seven census tracts here have rates of elevated blood lead above 20%, one of them the highest in Indiana. The Lead Protection Program pays qualified contractors to make a home lead-safe at no cost to the household — for a home built before 1978, inside the city, with household income under 80% of the area median (2026: $49,350 for one person, $70,500 for four) and a child under six or a pregnant resident. Apply, or ask for a paper form, at leadgrants@southbendin.gov. One caution worth knowing before you plan around a number: the programme's own page says up to $40,000 and the city's 311 article still says $20,000, so ask which is current when you apply.

Lead Safe South Bend

Why this record exists at all

The EPA's Lead and Copper Rule Revisions required every water system in the country to compile an inventory of every service line it serves — regardless of who owns it — and submit it by 16 October 2024, sorting each one into lead, galvanized requiring replacement, non-lead or unknown. South Bend's is that inventory. It is the first time this information has been public anywhere, and it is why the honest answer for most addresses is still “nobody has checked” rather than a material.

EPA — Planning and developing a service line inventory

How to read this

This is a record, not a look at your pipe. It says what the water system has established and how — an old tap card, a camera at the curb box, a crew with a shovel. A line replaced last month may not be updated here yet.

A service line is recorded in two halves — the part under the street and the part on the property — because they are often different materials, and one clean half says nothing about the other. The federal inventory template calls them the utility side and the customer side, but who actually owns and pays for each is a local rule, and it is not always split where the template assumes. The block below says what it is here.

“Not established” is the commonest answer in every inventory published so far. It means nobody has checked, not that nothing is wrong.

Where a half has not been checked, some systems publish a statistical estimate that it is lead. That is a model fitted to records for buildings of a similar age and area. It is shown here as what it is; it is not a measurement of your pipe, and it is not a reason to skip the steps above.

Not every address is in the inventory. Private wells, buildings on another system, and anything built since it was compiled are missing, and missing is not an answer.
