Central and east London's riverside is defended from North Sea surge tides by the Thames Barrier at Woolwich, which the Environment Agency closes when a dangerous tide is forecast. That is why this tool watches the river level upstream, at Kingston and Teddington, rather than the tidal gauges in the city — those rise and fall with every tide rather than with rainfall.
Most London flooding is not the river bursting its banks but intense summer downpours overwhelming drains and gullies, as in July 2021 when roads and Tube stations flooded across the city.
