Lautoka is a narrow coastal strip with hills behind it, and the water that falls on those hills reaches the sea across the roads. So the city is usually cut into pieces before it is flooded: the creek crossings on the rural edge go under first, and for several settlements they are the only way in or out.
In the Fiji Roads Authority's Western Division flood advisory of December 2025, the Lautoka entries were the Saru Back Road crossing, the Vaivai Road and Navula Road Irish crossings — all closed to traffic — and Buabua Flats on Buabua Road, narrowed to a single lane.
Drasa is the clearest case. In the first days of March 2026 more than 500 residents were stranded there: both ends of the main road were impassable, the Civicivi culvert crossing was under water, and the only evacuation centre, Drasa Secondary School, could not be reached. Drasa Johnson, Drasa Dam and Drasa Lomolomo were worst affected, and the area had been inaccessible since the Saturday before.
A flood here is also a water cut, which catches people out. Drasa's water pipes run along the bridge, so the community had no clean water for as long as the crossing was under. Across the city the mechanism is the one the Water Authority describes itself: heavy rain blocks the raw-water intakes and loads the rivers with silt, production has to be cut back, and reservoirs fall. After the floods of April 2018, pipeline damage at the intakes of Lautoka's Buabua reservoir held the city's supply at 60 per cent of normal.
Lololo is cut off by its own roads rather than by a river. About 300 people live along Dakua 1 and 2, Sompal Road, Wainamo Road and Tuka Road, on access roads with no gravelling, drainage or culverts; residents petitioned the government in 2026, after years of complaints, saying the roads become impassable in the rains and emergency vehicles cannot reach them.
The most recent cyclone to reach here was Vaianu, in the first week of April 2026. It brought down Energy Fiji poles on Buabua Road and on Queens Road near Lomolomo Police Post, and no restoration estimate was given while the outage ran.
