The 2026-2027 round is over.
The last stage closed on 28 August 2026. A school year's dates are set by a ministerial order in the spring and published by the creșă service straight after — the 2026-2027 calendar is dated 29 April 2026. Expect the 2027-2028 dates around the end of April 2027, on creseclujnapoca.ro. The school year starts on 7 September 2026.
Cluj's municipal creșe take applications once a year, in dated stages, and for most of the last decade there have been far more families than places. Everything below is what the city itself publishes: the dates, the departajare criteria, the creșe and how big each one is, and how every round since 2015 actually ended.
Two rules that decide whether a family keeps its place
Once an application has been validated, nothing more may be added to the file. Bring every document the first time: validation happens at the counter, in front of you, as soon as the data goes into SIIIR.
Once the results are posted there is no appeal — the published wording is "după afișarea rezultatelor nu se pot depune contestații".
Entries that do not match reality cost the place: The service states that presenting entries that do not correspond to reality at enrolment loses the child the place obtained.
The 2026-2027 round
The most in any published round was 1,238, in 2020-2021. 244 is the fewest in the 12 rounds the service has published since 2015-2016.

The columns are the service's own: places at the creșă in total, places open at enrolment, applications for enrolment, children admitted, applications rejected. Places at enrolment and children admitted do not have to reconcile, and twice they have not — 1,190 admitted against 1,174 places in 2025-2026, and 982 admitted against 1,013 places in 2026-2027. The service publishes no explanation for either, so none is offered here. The 2020-2021 row, with 175 places at enrolment and 1,238 applications turned down, is the COVID year.
These are rounds that have already happened. This page does not work out anyone’s chance of a place, and what one year did says nothing about what the next one will do.

Outside these stages the service says enrolment can also happen during the school year, in the exceptional case that a newly built creșă is handed over.
18 May 2026 – 22 May 2026
Children already at a creșă are carried over into next year, on a written request from a parent or legal representative. What is left after this is what everybody else applies for.

25 May 2026 – 18 June 2026
New applications. A parent names three creșe in order of preference on one cerere-tip and hands the file in at the enrolment centre for the first choice.
The commission works through the files between 2 and 17 June, one round of choices at a time: everybody's first choice first, then the second, then the third.
When a creșă receives more applications than it has free places, the unit's enrolment and distribution commission applies departajare. These are the general criteria published for the antepreșcolar level, in the order the service prints them; meeting more of them puts an application ahead.
This is the list of criteria the authority publishes, not a test of whether a child qualifies. The enrolment commission decides, on the documents in the file.
Where a specialist doctor has diagnosed an allergy, a food intolerance or a chronic condition needing a special diet, applications and transfers may only be filed for the six creșe that have a bloc alimentar — an on-site kitchen. The specialist's medical letter goes in on the day the application is made. A child diagnosed after starting is transferred to a unit with a kitchen.
Grouped the way the service groups them. A creșă's capacity is the total it publishes for the whole unit — not the places open at enrolment, which is the second column in the table above.
16 of the 17 publish a capacity — 1,458 places between them. 1 of them publishes none, and is listed without a figure rather than with a guess.

The file goes to the enrolment centre for the creșă named as first choice — in person, by a parent, a legal representative, or someone holding a notarised authorisation. Validation happens on the spot, with a member of the enrolment commission present, as soon as the data has been entered into SIIIR.
These are the counter hours published for the 25-29 May 2026 collection window. The methodology separately gives the commission's own working hours as 8.00-18.00 Monday to Thursday and 8.00-16.00 on Friday.

This is the antepreșcolar round — the municipal creșe, for children under 3 — run by Creșa pentru Educație Timpurie Cluj-Napoca.
Grădinița, the preșcolar level for children of roughly 3 to 6, is a separate round run by Inspectoratul Școlar Județean Cluj on its own calendar. The two share most of their dates: reînscrieri 18-22 May, Etapa I 25 May to 18 June, an adjustment stage 17-27 August with results on 28 August. But the ISJ round has a stage the creșă round does not — Etapa a II-a, 22 June to 9 July 2026, on the places left after the first stage.
The inspectorate's site is isjcj.ro. isjcluj.ro is a different, legacy subsite and is not where the enrolment pages live.

Creșa pentru Educație Timpurie Cluj-Napoca
The single body that runs every municipal creșă in the city. Its 2026 enrolment papers give the office as Aleea Meziad nr. 4; its website footer gives Str. Mehedinți nr. 15 and a second number, 0374 474471.

Cluj's own selection is narrower than the general list. The children selected are those who turn 2 by 31 December 2026 and whose two parents are both working by 1 October 2026 at the latest — because the Creșa pentru Educație Timpurie Cluj-Napoca runs only full-day groups. Both parents put an adeverință de angajat in the file.

Se selectează toți copiii care împlinesc 2 ani până la 31 decembrie 2026 și ai căror ambii părinți lucrează începând cu cel târziu 1 octombrie 2026 (Creșa pentru Educație Timpurie Cluj-Napoca are doar grupe cu program prelungit).
Where applicants meet the same number of criteria, departajarea is done in descending order of age — the older child first. Published as: "La un număr egal de criterii îndeplinite, departajarea se face în ordinea descrescătoare a vârstei."
A parent cannot be scored as an employee and as a full-time student at the same time.
A single person and the child or children in their care, with no shared custody, up to 18 years old — or up to 26 for a child in a full-time form of education — living and keeping house together.
The parent or legal representative has 3 or more children.
SIIIR, the national schools system, does not allow a child to be enrolled at more than one unit. The three options on the cerere-tip are choices inside one application, not three applications.
Divorced parents file proof of how parental authority is exercised and which of them the child's residence was established with. Where custody is shared, the other parent completes a declaration agreeing to the enrolment at that unit.
A parent who filed only a certificate of return to work has 30 days from the child entering the collective to file a REVISAL extract. Without it, the child's educational contract is terminated.
For groups taught in Hungarian, applications may be filed as a priority for children with at least one parent of Hungarian ethnicity, with documents.
For parts of the city with no creșă, the service asks parents to express their three choices by how close each one is to their workplace.
