Extreme cold here is a wind chill number

Environment Canada issues an extreme cold warning for this part of Manitoba when the wind chill is expected to reach about -45. Churchill's record wind chill is near -64. At -45 exposed skin can freeze in under ten minutes, which is roughly the walk from the Town Centre Complex to the harbour.

A blizzard warning is about visibility, not snowfall

It means wind and blowing snow are expected to cut visibility to 400 m or less for at least four hours. Very little new snow is needed — this coast can blizzard on snow that fell a week ago. It is the warning that closes the school, grounds Calm Air and stops the train.
