What Actually Lowers Your Grocery Bill

AFFIRM's automatic discount, the milk price cap, and what to check on Nutrition North — the real programs, not just a list of federal websites.
Churchill has no road access, so almost everything on the shelf came in by rail or by air — and it shows on the receipt. Two real programs already lower that bill automatically, and one more is worth a phone call to check. Pick the one closest to what you're trying to do.
What are you trying to do?
Buying everyday groceries
AFFIRM (Affordable Food in Remote Manitoba) already takes $1.60 off every kilogram of milk, fresh vegetables and fresh fruit (pumpkins don't count) at the Northern Store and Tamarack Foods. You don't sign up or show anything — the store applies it to the shelf price, and it's supposed to show on your receipt.
Steps to take
Check your receipt for the AFFIRM line
Manitoba's rules require the store to show the subsidy — if milk, fresh veg or fresh fruit rings up with no discount shown anywhere, that's worth asking the store about, not assuming is normal.
Know it's milk, fresh vegetables and fresh fruit only
Frozen, canned and packaged versions of the same food aren't covered — only fresh. Pumpkins are the one fresh-produce exception.

Checking the price of milk
Manitoba capped what a store can charge for a 1-litre carton in 2026 — but the regulation itself says that cap can be higher in northern communities because of transportation cost. So Churchill's milk can legally cost more than the province-wide number without anyone breaking a rule.
Steps to take
The southern reference price
Manitoba's 2026 cap south of the north is: skim $1.93, 1% $1.97, 2% $2.03, homogenized (whole) $2.10 per litre. Use this as a comparison point, not the number Churchill is required to meet.
If a price still looks far out of line
Call the Farm Products Marketing Council, which administers the price cap, and ask what the allowed northern adjustment is for Churchill specifically — that number isn't published separately.

Looking for more help beyond AFFIRM
Nutrition North Canada, the federal subsidy most of the North runs on, is the one program this page can't give you a straight answer on. Churchill was added temporarily in 2017 after the rail washout cut the town off; rail was fixed in 2018, and nothing since then says whether Churchill still gets any NNC subsidy today. Rather than guess, the honest answer is: call and ask.
Steps to take
Call Nutrition North Canada directly
Ask whether Churchill currently holds an NNC community code and, if so, what it covers. This is a five-minute call and the only way to get a current answer — nothing public says it either way.
Check the map yourself
NNC's interactive eligibility map covers every community by name; it needs to be searched live rather than read from a list.
