Whittier's harbour is run by the city, and every fee it charges is published. They are just published in four different places — a fee schedule, a moorage agreement, a wait-list application and the harbour page — so most people find out what a season costs when the bills arrive.

These are the published rates
Every figure on this page is copied from the fee schedule named at the bottom. Rates are set by the harbour’s own authority and can change.
The city's fee schedule prints no effective date and no ordinance number — its "2025 RATE" and "2026 RATE" column headings are the only dating it carries. The rates below are the 2026 column. The city's own moorage agreement says rates are set by ordinance and can change, so check with the harbour office before you count on a figure.

Moorage, dry storage and the grid are all charged per foot of overall length. Slips go up to 60 ft.

Jan 1 – Dec 31. This is the permanent-berth product, and it is the one with a wait list.

The Anton Anderson tunnel is the only road in. The toll is charged one way only — on the way in to Whittier — so one toll covers a round trip. It is a state charge, not a harbour fee, and the city's sales tax does not apply to it.
Books are sold whole and tickets do not expire. Towing a boat trailer puts you in Class B1; a wide boat trailer (8.5–10 ft) is Class B2 and needs a permit.

Harbour fees are taxable. The 5% rate is printed on the city's own harbour paperwork — the grid use agreement states "NOTE: Tax of 5%", and the wait-list form says the fee is "$50 plus tax". A total without it would be short.

We can’t tell you whether a berth is free
Reserved berths are full and the city keeps a wait list. There is a separate list for each size band, and you pay to hold a place on each one you join. You do not need to own a boat to join.
$50.00 $50 a year plus tax, per list. Renewal forms go out by post and must be paid by 31 December — the city's own application says there are no exceptions to that rule. Boats over 60 ft join at no charge.
During the summer season the city does not allow vehicles with trailers, or trailers on their own, in the harbour parking lot — they go to the chamber of commerce lots instead. If you trailer a boat in, the truck-and-trailer parking rate above only applies where there is space outside that restriction.
The fee schedule still lists an annual transient moorage rate, marked "No Longer Offered". If someone quotes it to you, it is not a product you can buy. Reserved (preferential) moorage is the annual berth.
The pass is the best-known way to buy the toll, but against the 30-ticket book it does not pay for itself until about 74 round trips a year in Class A, or 60 towing a trailer. Against single tickets it needs about 47 and 45. The calculator above works this out for the number of trips you actually make.
The schedule also prices things you pay only when they happen: the grid at $2.90 per foot per tide, a hoist at $23.91 per half hour, bilge pump-out at $75 an hour, emergency snow removal at $250, a shower at $5.00, and a $0.25 environmental fee per transaction. Freight and raw fish across the city docks are charged by weight.
