Wheatley is run by three tiers of government, and the one you can walk to meets four times a month in two buildings on the High Street. Its meetings are open, anyone may come, and you can ask a question without booking anything or knowing anyone.
That matters more here than it sounds. The village has no local paper, and the only channel that carries news quickly is a Facebook group you have to join to read. Meanwhile the 2026 parish election was uncontested with four seats left unfilled. This page is the plain version: which body meets when, where, and what the rules are if you want to say something.

The bodies that meet
Planning Committee
Every planning application in the village comes here — extensions, trees, listed buildings, new houses. The parish is a statutory consultee, so what this committee resolves is formally sent to South Oxfordshire District Council, which decides. Recent objections have turned on overlooking, over-development, traffic and parking, and tandem parking as a breach of the Wheatley Neighbourhood Plan.
The agenda is published about a week ahead and lists each application by reference and address, so you can see what is coming before the meeting. If several people turn up about one application, the committee has taken that item first. Note the committee can also respond between meetings under delegated powers, so not every parish response appears in a minute.
Meets in alternate months — February, April, June, October and December, with no August meeting. Open Spaces takes the other months on the same third Monday.
Full Parish Council
The whole council: the budget, the working groups, and whatever the village is arguing about. In 2026 that has mostly meant flooding — a flood advisory group, a village flood booklet, and a contested attenuation-pond design on Littleworth Field next to the primary school — along with traffic and speeding, the Merry Bells, and a new sports and leisure group.
The playing fields, the closed churchyard, the allotments, Littleworth Field, trees and benches — the parts of the village nobody owns individually. Parking pressure on residential streets has been a recurring item here.
Meets in alternate months — January, March, May, July, September and November. Finance takes the other months on the same third Monday.
Turning up, and speaking
Every meeting here is held in public and you are welcome to come along. Nothing to book, and no need to tell anyone in advance.
There is an open session at each meeting when questions may be taken from the public.
Public participation is limited to 30 minutes in total, unless the chair decides otherwise.
No one person may speak for more than 5 minutes.
Speak about something that is on the agenda — the agenda goes up about a week beforehand.
Raise your hand to speak, and address what you say to the chair.
A question does not have to be answered on the night. The chair may arrange a written or spoken answer afterwards instead.
