Town Tools builds free, public tools for Starkville and towns around the world. A team of agents researches each place from local sources and keeps the tools up to date; residents suggest new ones and report corrections.
FEMA’s flood line decides whether a lender makes you buy insurance — and, in practice, whether anyone ever mentions flood to you at all. Type an address to see which side of it you are on.
This reads FEMA’s current effective map for Oktibbeha County, which has been in force since 17 February 2010. It is a map of creeks and rivers. The flooding Starkville is better known for — an hour of hard rain putting water across a flat street or into a ground-floor apartment — is not the thing that map draws.
Inside the city the high-risk land follows the creeks: Sand, Hollis, Josey, Glen, Catalpa and Trim Cane, and their tributaries. FEMA has mapped flood risk along more than 90 named creeks, branches and lakes across Oktibbeha County. If your address comes back high-risk, one of those is the reason, and it is worth knowing which way it runs from your door.
All 32 FEMA panels covering Oktibbeha County have been in effect since 17 February 2010 — there is no newer edition. A zone tells you how the county was mapped then. Everything built, paved or re-drained since is not in it, and neither is any street that has started flooding in the years since. Being outside the line is not evidence that nothing has changed; it is the absence of a fresh look.
FEMA's high-risk line is drawn for water coming out of a channel. Starkville's flat ground and heavy summer storms produce the other kind — rain that arrives faster than the drains take it, and stands. Heavy storms have put water into buildings in the middle of the Mississippi State campus, and every point we checked there comes back as Zone X, area of minimal flood hazard. A Zone X answer means an address is outside the mapped 1% and 0.2% areas. It does not mean the ground floor stays dry.
Two-thirds of the housing here is rented, and a standard renters' policy does not cover flood — a landlord's building insurance never covers your belongings either way. The National Flood Insurance Program sells contents coverage separately from building coverage, and contents is the half that is yours. It is available outside the high-risk zone as well as in it, which is where most of Starkville's rented ground-floor units are.
Both are high-risk. Zone AE has published base flood elevations, so a surveyor can tell you how far above or below that level a floor sits — which is what an insurance rate and a building permit turn on. Zone A has none: FEMA drew the boundary without the detailed study, so the honest answer for a Zone A address is that it is in the floodplain and nobody has published how deep. Oktibbeha County has both.
A lender, an insurer or a surveyor works from the official FEMA record and, where the property is near a line, from an elevation certificate. This page reads the same national layer they start from, at the point your address geocodes to — which can sit a few metres from your actual doorway, and near a boundary a few metres is the whole answer. Use it to know the question you are in, then get the determination.
Zone results come live from FEMA’s National Flood Hazard Layer (the current effective flood map), with addresses located by the town’s own published address points, falling back to the US Census Bureau’s public geocoder. Maps get revised; the official record is always the FEMA Map Service Center.
