Pärnu rewrote its parking rules on 1 June 2026. Three zones became two, with different prices, different hours and different free periods — and the beach zone only exists for four months of the year.
This page works out whether you have to pay right now, and what a stay costs in each zone. The free first minutes are the part people lose money on: they only count if you mark the time you arrived.

When parking is free
The city centre is free all day on Sundays and on national and public holidays, and every day after 18:00 (after 15:00 on Saturdays). The beach zone is the opposite: from 1 May to 31 August it is charged every day, holidays included, and outside those four months it is not charged at all. In the car park in front of the theatre the first three hours are free if you display your arrival time.
The zone codes are PKESKLINN and PRAND. To use the free opening minutes by phone, put the number of free minutes on the end — 123ABC PKESKLINN60, 123ABC PRAND30 — and mark your arrival time.
Good to know
Mobile parking is billed by the minute, and once you have parked five hours without a break the 24-hour rate applies — which is why a long day costs €10 in the centre and €15 at the beach however many hours you add. Permits: €40 a month, €100 for three, €180 for six, €320 for a year. Pärnu county residents pay €20 / €50 / €90 / €160. If you live inside the paid zone, a year costs €50. No permit is needed, and no fee is charged, for electric cars until 31 December 2026, for motorcycles and mopeds, for a driver towing a trailer, or for buses in the Kalda car park. Free with the appropriate permit or card: families with many children in Pärnu county, people with a mobility or intellectual disability, and people who were repressed.
