Estonia grades bathing water on the EU's four-year scale — excellent, good, sufficient, poor. All four are gradings of the same water over four seasons, not of today: a beach can be graded 'sufficient' and still have had excellent water at the last sample. A 'poor' beach carries a standing recommendation not to swim.

A grade is measured on the day the sample was taken, and around this bay that is usually a calm day. Heavy rain pushes stormwater off a flat town into a shallow bay that flushes slowly; the summer of 2025 was wet, and bathing-water quality at Estonian beaches fell with it. If it has poured for a day or two, the sensible thing is to wait rather than to read the grade.
Two different things
Terviseamet (the Estonian Health Board) — Grades every bathing place in Estonia and publishes each sample in a public database.
The Health Board samples each beach roughly every two weeks through the season and publishes every result. The four-year class is recalculated once a year, at the end of the season.
