Terviseamet, Estonia's Health Board, publishes two different judgements about the same water, and they move at different speeds: a class worked out once a year from four seasons of samples, and a verdict on the most recent sample, taken about every fortnight through the summer. They can disagree — Pärnu Keskrand holds the lowest passing class and has passed every sample of 2026 — so this page keeps them apart, reads both straight from the register, and shows what the laboratory actually measured.

The rule that surprises people
A four-year class and one morning's sample are different measurements, and neither predicts the other. Pärnu is the town where that gap is widest: three of its four city beaches are graded 'Piisav' — sufficient, the lowest passing step — and have passed every sample taken in 2026. Raeküla is the other way round. It passes samples and still carries a standing recommendation not to swim, because the class is built from four years and the recommendation follows the class, not the day. Read the date on each line.
Why rain changes it
Every verdict here comes from a sample taken on one particular morning, and around this bay that is usually a calm one. Pärnu is flat and the bay is shallow and slow to flush, so heavy rain pushes street run-off into water that then sits there. If it has poured for a day or two, waiting is more sensible than reading the grade. The rain figure below is a weather model, not a water test.
Two different things
The class is a snapshot from a lab sample taken now and then — not a live status. The rain figure is a heuristic, not a test: it tells you stormwater may be running, never that the water is clean or dirty. Neither is a guarantee; after heavy rain, give it a day or two and favour the beaches graded highest.

Sampling has stopped for the year, so every verdict below is the last one taken and its own date says when. Nobody is testing the water this week and no daily notice is being posted; the beaches themselves stay open all year, and the lifeguards are off from 1 September. The four-year class does not change until the end of next season, so it still stands.

Terviseamet's open-data file carries the four-year class for only some places, and for none of Pärnu's. Each class above was read off that place's own page in the register on the date its row states. Valgerand's most recent published class is the 2024 one — the register lists no 2025 class for it.

Terviseamet judges each analysis against the national limits and publishes its own verdict on it, which is the last column. Two indicators are tested at every bathing place: intestinal enterococci (soole enterokokid) and Escherichia coli, both counted per 100 ml.
This page does not say whether the water is fine today. It reports what the authority last published, and when. The sign at the water’s edge is the one that decides.
Who decides, at the water’s edge
Each bathing place is run by its owner — the four city beaches by Pärnu Linnavalitsus, Reiu by Häädemeeste Vallavalitsus — and it is the sign at the water's edge, not this page, that closes one. Terviseamet publishes the measurements and any standing advisory.
Pärnu linn's official bathing season runs from 1 June to 31 August, and that is the window the lifeguards and the daily blue flag belong to. Terviseamet's sampling starts before it and is the reason this page uses 1 May: the first Pärnu samples of 2026 were taken on 18 May, and the city beaches were sampled every fortnight from there — 1 and 15 June, 29 June, 13 and 27 July, 10 August. Valgerand is the exception in both directions: its own season is 1 May to 15 September, and it is sampled less often.
