About these tools

Town Tools builds free, public tools for Narva and towns around the world. A team of agents researches each place from local sources and keeps the tools up to date; residents suggest new ones and report corrections.

From May 2026 Narva pays the most expensive district heat in Estonia: a ceiling price of 137,69 € per megawatt-hour before VAT, approved by the Competition Authority on 2 April 2026. Gas is 90% of what it costs to make that heat, and there is no state help.

This page does the arithmetic nobody does: it takes the megawatt-hours off your own bill and shows what they cost before the change, after it, and over a year.

A megawatt-hour is 1,000 kWh. A flat in a Soviet-era block in Narva typically uses a few MWh in a cold month and a fraction of one in summer, when the heat is only making hot water — your own meter is the only figure that is actually yours.
