What helps

Report it every time, even when it feels small or repetitive. The police and the council act on patterns, and a single incident that never gets logged is a pattern that never appears.
Keep a note of dates, times and what happened. A diary of repeated incidents is the evidence the council's anti-social behaviour and housing teams need before they can use their powers.

If the behaviour involves a council or housing-association tenancy, report it to the landlord as well as the police — they have remedies the police do not.

Merthyr Tydfil Together

The joint council and South Wales Police operation in the town centre reported more than 100 arrests in five months — mostly retail theft — along with 40+ stop-searches, 70+ anti-social behaviour referrals and 150+ intelligence reports. Gates and bollards have been going in to stop vehicles being driven on the High Street.
