The means-tested scheme, for anyone on a low income or on benefits. It is not a fixed percentage — it turns on your income, your savings and pension, your partner's income, how many children live with you and whether any other adults do. Merthyr takes the claim through its online benefits service, and there is a benefit calculator on the same page you can run first. If you disagree with the decision, you appeal in writing and the council has two months to answer; after that the appeal goes to the Valuation Tribunal for Wales at 22 Gold Tops, Newport, NP20 4PG. Keep paying the bill you have while an appeal is running.
- If you are working age
- Up to 100% of the bill, depending on your circumstances — the council says so in as many words. This page cannot work out your figure, and you should not trust anything that claims to: the arithmetic turns on the all-Wales prescribed scheme, which is uprated every January by regulations, and on your household's exact make-up.
- If you are pension age
- Pension-age applicants are assessed under the same all-Wales scheme, which is set by Welsh Government rather than by Merthyr, so it does not vary between Welsh councils.
