VMGD issues Vanuatu's marine, cyclone, flood and tsunami warnings, and publishes them as open data. For most of the year that means the marine warnings, which are the ones that matter at the wharf: VMGD gives wind in knots, and 20 knots is about 37 km/h, 30 knots about 56 km/h. Cyclone season runs 1 November to 30 April and peaks January to March.
The Vanuatu Meteorology and Geo-Hazards Department (VMGD) has a warning in force for Luganville and Santo's coastal waters
As of Fri 23 October at 19:33.

What to do
Sea travelers and mariners are urged to consider safety actions as such winds can produce dangerous wave conditions which are hazardous to small boats and small vessels. People are advice to take extra precautions and always listen to all media outlets for latest or related warnings.

The wind at Luganville
A light breeze (about 10 km/h, gusts to 20), out of the east-southeast.
Strongest gusts forecast over the next 24 hours: about 45 km/h. Wind words follow the Beaufort scale. This is a weather model’s forecast for the hour, not a measurement — exposed ground above town will see more.
Where a warning comes from, and how it reaches you
VMGD is the authority. Its toll-free number is 116, the forecast line is +678 22932 and geo-hazards is +678 24686. NDMO decides the national alert level and opens evacuation centres: +678 22699. Vanuatu's own alert colours are blue, yellow and red, and they are not the same thing as the colours on this page. When the power or the mobile network goes, the radio is where a warning still arrives — Halo FM 98.1 is the station NDMO lists for Sanma, 6am to 6pm, and Radio Vanuatu is on FM 100 and shortwave 3945. Keep spare batteries.

Warning data: Vanuatu Meteorology and Geo-Hazards Department (VMGD), from its official public CAP channel, with the department’s own marine warnings page at vmgd.gov.vu/warnings/marine (the alert feed declares its content public domain). Warnings are shown as VMGD issues them, unaltered, courtesy of VMGD/Vanuatu; this page reads the alerts whose official area covers Luganville and Santo's coastal waters. VMGD restates a marine warning only when it changes, so a warning here can have been issued several days ago and still be in force. Wind forecast: Open-Meteo (CC BY 4.0).
