Who to Call in Luganville

111 · 112 · 113

Police · Hospital and ambulance · Fire

Emergency short codes, the police and fire lines on Santo, the province and the warning numbers — plus the services that publish no number, named plainly.

The numbers worth having saved on your phone here. Every one was read on an official page. Tap a number to call it. And where a service publishes no number at all — the hospital, the town council, the power company, the water department — this page says so plainly, so you can stop looking for something that is not there.

111, 112 and 113 reach Santo. 114 and 115 reach Port Vila.

All five are free from both Digicel and TVL phones. The Telecommunications Regulator says 111 (police), 112 (hospital and ambulance) and 113 (fire) put you through to the nearest emergency service, which for Santo is Luganville. But 114 (marine) and 115 (ProMedical) always go through to Port Vila, which then passes the job on. Say where you are.

In an emergency

Police

Any emergency, around the clock

Phone
111

Free from both networks. It reaches the nearest station, which for Santo is Luganville. On a TVL line 1111 works too. The Luganville station's own non-emergency number is further down this page.

Hospital and ambulance

Any emergency, around the clock

Phone
112

The regulator's card labels 112 "VCH Ambulance", after the hospital in Port Vila, but its own wording is that 112 goes through to the nearest service — Luganville for Santo. The Ministry of Health lists 112 as its free emergency line.

Fire

Any emergency, around the clock

Phone
113

Reaches the nearest fire service, which for Santo is Luganville. The Santo fire station also has its own line, below.

Marine emergency — Ports and Harbour

Trouble at sea, or on the wharf

Phone
114

This one always goes through to Port Vila rather than Luganville, so start by saying where you are.

ProMedical ambulance

Private ambulance, around the clock

Phone
115

115 goes through to Port Vila, which then tasks a crew. ProMedical keeps an ambulance station here in Luganville, at Village de Santo, and its ambulances run along the main street every day. It is a charity with no government funding, paid for by memberships.

Health

Northern Provincial Hospital

The referral hospital for the whole north, here in Luganville

We could not find a direct number for the hospital published on any official page. The Ministry of Health's own contacts page lists only its Port Vila office and the free 112 line, so 112 is the number to use. The hospital is also written as Northern District Hospital.

ProMedical — the Santo number

Private ambulance

Phone
37983

ProMedical's website shows this number beside its Port Vila office number without saying which is which; this is the one on Santo's exchange. In an emergency dial 115, which is free and is the number its own site gives.

Town, province and land

Luganville Municipal Council

Rubbish collection, the market, town roads, business licences

The council publishes no switchboard number, no email of its own and no website. This is the Town Clerk's government address, taken from the staff page of the Department of Urban Affairs and Planning — the national department that oversees the council. The Lord Mayor is John Boe Mavutu and the Town Clerk is Reynold Surmat.

Sanma Provincial Government Council

The province: registering a birth, a death or a marriage, building permits, the area councils

Phone
33830
Hours
Mon–Fri 08:00–17:00

Post goes to PO Box 28, Luganville. The province's website carries the registration and building-permit forms, and a contact form. It has 18 councillors and 11 area councils, and Sanma Day is 23 September.

In Port Vila, and worth trying when the municipal council itself cannot be reached.

Power and water

VUI — the electricity supplier

Vanuatu Utilities and Infrastructure Ltd supplies Luganville's power

VUI has run the Santo grid since 2010 and holds a 20-year concession from 2019. It publishes no fault line, no outage notices and no website of its own. It is not UNELCO — UNELCO supplies Port Vila, not Santo. If the power is off and nobody will say why, the regulator below takes complaints.

Department of Water Resources

Runs Luganville's piped water

We could not find a Luganville office number for the department, or any notice of planned water cuts, on an official page. A separate Department of Urban Water Services was approved in 2025 to take over the town's supply. Until someone publishes the cuts, this site has a page where neighbours tell each other — Is the water off? — and the regulator below takes complaints about water as well as power.

Utilities Regulatory Authority (URA)

The regulator for both electricity and water — it takes consumer complaints

Phone
23335
Website
ura.gov.vu

This is the route when the power or water company will not answer. URA regulates VUI and the water department, sets the tariffs, and has a complaint form on its website.
