Leuven's centre is low-car by design. Under the circulatieplan, in force since 2016 and completed in 2020, the historic core is cut into five stadsdelen — officially named by colour: blauw, rood, geel, groen and oranje — and you cannot drive from one to another across the middle. Each is reached from the ring, and each has a car park at its head.
If you are driving in, the trick is simple: pick the car park nearest where you are going, reach it from the ring, and walk or cycle the last stretch. This page gives you that car park, and lets you check any street in the centre before you drive into it.

The heart of Leuven — the Grote Markt, Oude Markt, Diestsestraat, Muntstraat, Mechelsestraat, Tiensestraat and the streets around them — is a pedestrian zone you may not drive into without a permit. Since 7 October 2020 it has been watched by 29 automatic number-plate cameras, and a violation is a €58 GAS fine. Because an access permit is issued for one stadsdeel only, driving through a second one earns a second fine on the same trip. The city itself accepts that the signage is a weak point; alderman David Dessers put it plainly when the cameras went live — "we don't want to lure people into a trap" — and about 100 pedestrian-zone violations a day were still being recorded in 2023.

Three different rules govern the centre and they are constantly confused with one another. The pedestrian zone and the no-entry streets are driving bans. The autoluwe zone is not — you may drive there all day; you just may not park without a card. Type the street you are heading for and this tells you which one applies. Every entry is copied from the city's own published lists, house numbers included, because several streets are split down the middle between two regimes.
It tells you whether you may drive in, whether you may park, and when. Nothing you type is saved or sent.
Each part of the centre has its own car park at the head of it. Pick the one nearest where you are going — you cannot drive from one to another through the middle.

Parking Minckelers
Antwerp and Ghent have one; Leuven does not, and nor is one planned. If your car would be refused entry to Antwerp, that has no bearing here. Leuven's approach is to shift trips to bikes and public transport rather than to filter cars by age.
The camera-enforced cut at Burchtstraat was relocated to Havenkant at OPEK, and after a run of suspensions for roadworks it has been enforced again since 9 March 2026, on the stretch between De Hoorn and Sluisstraat. There is no barrier — only signs and a camera — and the fine is €58. Emergency services, De Lijn buses, taxis and permit holders may pass; residents of the streets around it can apply for a free two-year permit, maximum two per address. The surrounding stretch of Havenkant is now a woonerf at 20 km/h.
This is the single most common misreading. In the autoluwe zone you may drive, and you may load and unload at any time — what you may not do is park without a card. Turning back at the sign costs you a trip you were entitled to make.
Sensor-controlled Shop & Go bays give you 45 minutes with no disc; the disc bays give 30. Most third-party sites say 30 for both. Overstaying is €70 for the day.
It is widely listed as a P+R with a free bus. It is neither: it is a free disc-parking lot in Heverlee. The four real randparkings — Vaartkom, Philipssite, P1 Station and Teken — are all paid, and it is the parking ticket from those that gets you the free De Lijn bus ride for up to four people.
Since 7 January 2026 the on-street tariff climbs steeply: €2.50 for the first hour, €5.90 for two, €10.40 for three, €15.40 for four. There is no longer a maximum stay, but a long day on the street costs far more than a garage. You do get two free 15-minute sessions a day, at least an hour apart — you still have to start the session.

Pedestrian zone (sign F103)
A street given over to people on foot. Driving in without a permit is a €58 fine, and the cameras do not miss.
Not finding a street here does not mean you may drive or park freely in it. These three lists cover the pedestrian zone, the no-entry streets and the autoluwe parking zone as the city publishes them. They do not cover one-way streets, the camera-enforced knippen at Martelarenplein, Kapucijnenvoer, Spaanse Kroon, Grensstraat and the Vaartkom, roadworks, or the ordinary paid on-street parking that covers everything inside the ring. When in doubt, read the signs at the entrance to the street — they are the law, not this page.

338 open-air spaces run by the city, charged at the on-street progressive tariff — and free from 21.00 to 09.00 and all day on Sundays. No free bus from here either.

Parking Vaartkom (randparking)
Park and rideGood for: Park at the north edge and ride in — the cheapest big car park for a full day, and the one to use if the centre garages are full.
1,000 spaces. €2 an hour with a €10 daily maximum, €5 overnight. Your parking ticket also gets you a free De Lijn bus ticket for up to four travellers, ordered in the De Lijn app under “Leuven Parking”. A free electric shuttle runs to the centre every 15 minutes on Friday 09.00–18.00, Saturday 10.00–19.00 and shopping Sundays 14.00–19.00. Parking here stopped being free on 28 January 2026.

Surface car parkFreeGood for: The free option at the south-west edge, for anyone happy to walk or cycle in from Heverlee.
165 open-air spaces, free with a parking disc, Monday to Saturday 07.00–19.00, maximum 10 hours. It is a free car park and a Hoppinpunt — despite what several travel sites say, it is NOT one of the city's randparkings and there is no free bus ticket with it.

Shop & Go bays
On-streetGood for: A quick errand or a pick-up — free short-stay kerbside bays scattered through the centre, not a place to leave the car for the afternoon.
Free, Monday to Saturday 09.00–18.00. There are two kinds and the difference matters: sensor-controlled bays allow 45 minutes with no disc, disc bays allow 30. Overstaying costs €70 for the day.

Closed to through traffic, but with a wider list of people who may still drive in than the pedestrian zone has.
Autoluwe zone (low-car)
A parking restriction, not a driving ban. This is the university quarter around Naamsestraat and Tiensestraat. Note that a few of these streets are also partly inside the pedestrian zone, where the stricter rule wins — if a street shows up twice, read the strictest card.
