How this is worked out
Wind chill is computed with Environment Canada’s wind chill formula from the hourly temperature and wind in the forecast — an area weather model, not a thermometer at your door. Real wind chill changes street by street with shelter, and frostbite times are for bare skin; wet skin, bare hands and a hard wind speed it up.

At a wind chill near −28 and colder, cover every bit of skin — children chill faster than adults. Below about −40, exposed skin can freeze in under ten minutes.
If it's too cold for your skin, it's hard on paws too. Keep it short when the wind chill is in the warning range, and check pads for ice.
The wind chill on the sea ice or out of town is usually harder than in the bay. Tell someone your route, carry a way to make heat, and turn back before the light goes — there is no cell signal on the land.
Iqaluit sits at nearly 64° north on Frobisher Bay, and the air is below freezing for roughly eight months of the year. It's not the number on the thermometer that bites — it's the wind on top of it. Wind chill is how cold your skin actually feels, and it's what this page reads.
