A Bewohnerparkausweis lets you park in your own zone's residents' bays without watching the two-hour limit. It costs €120 a year if you apply online and €135 if you go to the Bürgeramt, and it will not get you into the Fußgängerzone.
That last part is the thing people get caught by, so it has a section of its own below.

Heidelberg-Pass and Heidelberg-Pass+: you end up paying at most € 36.00. Holders get the cost of the permit reimbursed down to an own contribution of €36: „Sie bekommen die Kosten für den Ausweis dann bis zu einem Eigenanteil von 36 Euro erstattet." Ask at the Bürgeramt when you apply.
Change of zone, vehicle or plate: € 10.00 — Changing anything on a permit you already hold — a new car, a new plate — costs €10, and so does a replacement document. Not a new full-price permit.

An A1 or A2 permit does not cover the Fußgängerzone
This is the one that costs people money. The city's own sentence about the Altstadt residents' bays is: „Diese Parkausweise gelten nicht für die Fußgängerzone." Parking inside the pedestrian zone needs a different permit with a different name — Parkberechtigung I or II — held only by people whose Hauptwohnung is inside it. That one works both ways round: „Wer eine Parkberechtigung I oder II hat, kann damit auch außerhalb der Fußgängerzone auf den Bewohnerparkplätzen (dunkelblau im Plan) parken." So I and II park inside and outside; A1 and A2 park outside only. In the „Reiner Fußgängerbereich" (red on the plan) nobody parks at all. If you hold a Parkberechtigung: walking pace, no blocking house or cellar doors, and keep three metres clear for the fire service.
Driving in is a third permit again, from a different office
Neither the Bewohnerparkausweis nor the Parkberechtigung is permission to drive into the pedestrian zone. That is an Ausnahmegenehmigung under § 46 StVO: „Das Befahren der Fußgängerzone ist nur mit einer Ausnahmegenehmigung gemäß § 46 der Straßenverkehrsordnung (StVO) erlaubt. Diese Regelung gilt für alle Bereiche der Fußgängerzone – unabhängig von vorhandenen Pollern." That last clause matters: a missing or lowered bollard is not permission. Apply at least two weeks ahead, €10 for one to five days, none issued for Sundays or public holidays, and the permit has to be visible in the car while you are in there. Loading and unloading is allowed without one on working days between 6 and 11 in the morning, and only then. It is handled by the Amt für Mobilität, Bergheimer Straße 111 — not the Bürgeramt. Being sent to the wrong counter is itself one of the standard confusions.
The permit never beats a sign
„Gesetzliche und ausgeschilderte Halte- und Parkverbote müssen natürlich trotz des Parkausweises beachtet werden." A permit exempts you from the zone's two-hour maximum in the blue bays. It does not exempt you from a no-stopping sign, a loading bay, or a construction closure — and in the purple and yellow areas on the plan you still need a Parkscheibe or a ticket from the machine.

Why the price changed on 1 July 2026
Heidelberg restructured the fee to push applications online and to cover the staff cost of counter service. Permits issued before that date stay valid until they expire — nothing needs exchanging.
Why it was €36 for a while
In 2023 the Bundesverwaltungsgericht struck down Freiburg's residents' parking fee statute, and Heidelberg cut its own charge from €120 to €36 from 21 July 2023 while it moved the charge onto a Rechtsverordnung instead of a Satzung. The current figures are set by that Rechtsverordnung. We could not find the instrument's own text published online — the city's Ortsrecht index 404s — so the amounts here come from the city's own service page rather than from the legal text.
There is no online zone map
We looked properly: the city's open-data catalogue has 51 datasets and none carries residents' parking boundaries, the geoportal's published themes do not include parking, and OpenStreetMap has usable zone tagging on about 1% of the relevant streets. What the city does publish is six PDF plans per Stadtteil, dated July 2026, and they are the authority. They are linked below — that is why this page asks you to read a plan rather than typing an address.
This page states the town’s published fee so you know what to expect. It is not a decision by the authority: the office sets the fee, decides eligibility, and is the last word on both.
Residents buy Besucherkarten for their guests at the Bürgeramt, or online since 1 July 2026. One block is a week card plus nine day cards. Blocks one to five cost €15 each; from the sixth block it is €35. The first block used to be free — that ended on 1 July 2026. And the same trap applies: „Besucherkarten gelten nur außerhalb der Fußgängerzone, nicht innerhalb der Fußgängerzone!" Cards printed „2025" stay valid to the end of 2026.
