What a declaration can include

“FEMA declared a disaster” does not by itself mean help for your house. Each declaration names which kinds of help apply in which counties, and Pike County has often had only the second kind.

Help for households: Money paid to you for home repairs, somewhere to stay and other losses that insurance does not cover. You apply yourself, before the deadline.
Help for roads and public buildings: Paid to the county, the state and some non-profits to repair roads, bridges, water lines and public buildings and to clear debris. You cannot apply for it, and it does not pay for damage to your home.
Hazard mitigation: Money to make the next disaster do less damage, such as buying out or raising homes that flood again and again. Projects go through the state, not straight to residents.

Floods with no declaration

A list of declarations only shows the disasters that got one. These did not, and the damage was real.

Pond Creek flash flood · August 15, 2026

Between four and six inches of rain fell within an hour on Pond Creek, the next valley over. Water went into a couple of homes and affected nearly every county and state road along the creek. The county's emergency management director said there would be no federal or state help, and that the county would try to arrange local assistance for the people who needed it.

Good to know

Homeowners insurance does not cover floods

Flood damage is covered only by a separate flood policy, mostly through the National Flood Insurance Program. Renters can buy one for their belongings. A new policy usually takes 30 days to start, so it has to be bought before the rain, not during it.

FEMA help is a floor, not a payout

Household help is meant to make a home safe to live in again and to cover what insurance does not. It is capped and rarely covers everything. FEMA will not pay for something your insurance already paid for, so tell them about any insurance claim when you apply.

Low-interest loans come with a declaration too

When households can apply to FEMA, the U.S. Small Business Administration usually also offers low-interest disaster loans to homeowners and renters, not only to businesses, for repairs and lost belongings.
