Belleville sets its own tax rate each year, and the Province of Ontario adds an education rate on top. Because of the 1998 amalgamation with Thurlow, the rate is different in five parts of Belleville — an urban home pays more than a rural one on the same value, because it gets more services.

An estimate, not your bill
Ontario has not reassessed property since the January 1, 2016 valuation, so the value on your notice still reflects 2016 — even for the 2026 tax year. MPAC sets that value; the City does not.

Belleville amalgamated with Thurlow Township in 1998. The urban areas pay a higher rate because they get more services — transit, streetlights, urban policing. A rural home pays a lower rate on the same assessed value.

The City's share is set by council each year in the budget. The education share is set by the Province — 0.153% for 2026, the same in every part of the city and across Ontario.

If you own and live in your home and receive the federal Guaranteed Income Supplement (GIS, for seniors) or Ontario Disability Support Program benefits (ODSP), the City takes $1,200 off your property taxes. You have to apply to the City each year, by August 31.
