A parking, bus lane or moving traffic ticket in Walthamstow is issued by the London Borough of Waltham Forest, and every date on it is fixed by law rather than by the council. This page does the counting. Pick what you are trying to do, put in the date on your notice, and it gives you the day you have to act by — plus what happens at each stage if you do nothing.
Check which kind of ticket you have before you count anything
The half-price window is 14 days for a ticket put on your windscreen or handed to you, and 14 days for a bus lane or moving traffic ticket that arrives in the post — but 21 days for a parking ticket issued by camera and sent in the post. Challenging the ticket does not pause that clock: London Tribunals states plainly that an informal challenge "does not extend the 14 day limit for paying the reduced penalty". And the council asks that you do not pay while you are challenging, because paying closes the case.

How the process works
1
The ticket arrives
A civil enforcement officer fixes it to the vehicle or hands it over, or it comes in the post from a camera. Bus lane and moving traffic tickets are always postal and always go to the registered keeper. The date this clock runs from is the date of the contravention for a ticket left on the car, and the date of service for a posted one.
2
The half-price window
14 days for a ticket left on the car or handed over, 21 days for a posted parking ticket from a camera, 14 days for a bus lane or moving traffic ticket. Paying inside it halves the charge and ends the matter. Challenging does not extend it, and the council asks you not to pay if you intend to challenge.
3
An informal challenge, if you want one
Before a Notice to Owner is issued you can write to the council setting out why the ticket is wrong, with evidence — photographs, a permit, a valid ticket, a hospital letter. Waltham Forest takes these online, by email or by post, and aims to answer within 20 working days. Where the ticket came from a camera you can watch the footage first.
4
Notice to Owner, or Enforcement Notice
If the charge is unpaid 28 days after the ticket, the council may serve a Notice to Owner (parking) or an Enforcement Notice (bus lane) on the registered keeper. That notice opens the formal stage and gives you 28 days from the date it was served.

What a ticket costs here
Waltham Forest's penalty charges rose on 7 April 2025 and these are the amounts the council published as current on its payment page.
Higher-level parking contravention: £160, or £80 inside the discount period.
Lower-level parking contravention: £110, or £55 inside the discount period.
Bus lane or moving traffic contravention: £160, or £80 inside the discount period.
A Charge Certificate adds 50%: £160 becomes £240, and £110 becomes £165.
Clamp release £100; release from the pound £280; storage £55 a day; disposal £100.

The grounds an adjudicator can accept — parking
Formal representations and an appeal have to rest on one of these. An adjudicator decides whether a ground is made out; sympathy is not one of them, though the council itself may cancel a ticket on compassionate grounds at the informal stage.
The contravention did not occur.
You were not the owner of the vehicle at the relevant time.
The vehicle was parked by someone in control of it without your consent.
The penalty charge exceeded the amount applicable in the circumstances.
The vehicle is owned by a hire firm and the hirer's details have been supplied.
There has been a procedural impropriety on the part of the enforcement authority.
The traffic order allegedly contravened is invalid.
The civil enforcement officer was prevented from serving the notice at the scene.
The penalty charge has already been paid.
Rule: London Tribunals, grounds of appeal — parking
This does the arithmetic and states the published rule — it isn’t legal advice. A deadline that lands on a weekend or holiday may shift, and the body you file with has the final word. When it’s close, file early and confirm with them.
Formal representations
Within those 28 days you either pay or make formal representations. Unlike an informal challenge, these are made on a set of legal grounds, and they are what a tribunal will later look at. Set out clearly which ground you are relying on and attach your evidence.
6
The council answers
It serves either a Notice of Acceptance, which cancels the ticket, or a Notice of Rejection, which must come with an appeal form. For a parking Notice to Owner, London Tribunals states the authority has 56 days from receiving representations, after which it is deemed to have accepted them. For bus lane and moving traffic the guidance is that authorities should normally answer within three months.
7
Appeal to the adjudicator
You have 28 days from the date the Notice of Rejection was served to appeal to the Environment and Traffic Adjudicators at London Tribunals. It costs nothing, the adjudicators are independent of the council, and you can ask for a postal decision, a telephone hearing or an in-person hearing.
8
Charge Certificate
If the charge is still unpaid and no appeal is running, the council serves a Charge Certificate and the penalty rises by 50%. You then have 14 days.
9
Order for Recovery
After that the council may register the debt at the Traffic Enforcement Centre in Northampton, which sends an Order for Recovery. You have 21 days from the date it was served to file a witness statement, and only on the limited grounds listed above.
10
Enforcement agents
If nothing is filed and nothing is paid, a warrant of control may be issued and enforcement agents can recover the debt, with their own fees on top. This is the stage everything above exists to avoid.
A shorter list, and London Tribunals says these are the only grounds. Both are owner liability: the registered keeper is liable however was driving.
The contravention did not occur.
At the time of the alleged contravention the vehicle was in the control of someone without your consent.
You are a hire firm and have supplied the name of the hirer.
You were not the owner at the material time.
The penalty exceeded the amount applicable in the circumstances.
Rule: London Tribunals, grounds of appeal — moving traffic
Three things that are easy to miss
Paying ends the case. The council's own challenge page says: if you want to challenge a penalty charge notice, do not make any payment.
A camera-issued parking ticket has a 21-day discount window, not 14. Check whether yours came in the post from a camera or off your windscreen.
For a camera ticket you can watch the footage before you decide, at the council's CCTV viewing service, using the PCN number and your vehicle registration.
Which name is on your ticket
Everything on this page is filed under the London Borough of Waltham Forest, not Walthamstow. Walthamstow stopped being its own borough in 1965, so every parking zone, camera and traffic order in E17 is the borough's. If you are searching for a rule or a form, search for Waltham Forest.
