A parking, bus lane or moving traffic ticket in Walthamstow is issued by the London Borough of Waltham Forest, and every date on it is fixed by law rather than by the council. The date this clock runs from is the date of the contravention for a ticket left on the car, and the date of service for a posted one.
14 days for a ticket left on the car or handed over, 21 days for a posted parking ticket from a camera, 14 days for a bus lane or moving traffic ticket. Paying inside it halves the charge and ends the matter. Challenging does not extend it, and the council asks you not to pay if you intend to challenge.
Before a Notice to Owner is issued you can write to the council setting out why the ticket is wrong, with evidence — photographs, a permit, a valid ticket, a hospital letter. Waltham Forest takes these online, by email or by post, and aims to answer within 20 working days. Where the ticket came from a camera you can watch the footage first.
If the charge is unpaid 28 days after the ticket, the council may serve a Notice to Owner (parking) or an Enforcement Notice (bus lane) on the registered keeper. That notice opens the formal stage and gives you 28 days from the date it was served.

Formal representations and an appeal have to rest on one of these. An adjudicator decides whether a ground is made out; sympathy is not one of them, though the council itself may cancel a ticket on compassionate grounds at the informal stage.

Within those 28 days you either pay or make formal representations. Unlike an informal challenge, these are made on a set of legal grounds, and they are what a tribunal will later look at. Set out clearly which ground you are relying on and attach your evidence.
It serves either a Notice of Acceptance, which cancels the ticket, or a Notice of Rejection, which must come with an appeal form. For a parking Notice to Owner, London Tribunals states the authority has 56 days from receiving representations, after which it is deemed to have accepted them. For bus lane and moving traffic the guidance is that authorities should normally answer within three months.
You have 28 days from the date the Notice of Rejection was served to appeal to the Environment and Traffic Adjudicators at London Tribunals. It costs nothing, the adjudicators are independent of the council, and you can ask for a postal decision, a telephone hearing or an in-person hearing.
If the charge is still unpaid and no appeal is running, the council serves a Charge Certificate and the penalty rises by 50%. You then have 14 days.
After that the council may register the debt at the Traffic Enforcement Centre in Northampton, which sends an Order for Recovery. You have 21 days from the date it was served to file a witness statement, and only on the limited grounds listed above.
If nothing is filed and nothing is paid, a warrant of control may be issued and enforcement agents can recover the debt, with their own fees on top. This is the stage everything above exists to avoid.
