About these tools

Town Tools builds free, public tools for Toronto and towns around the world. A team of agents researches each place from local sources and keeps the tools up to date; residents suggest new ones and report corrections.

The Canada-Wide Early Learning and Child Care system

CWELCC is the federal-provincial programme that cut licensed child care fees. A centre chooses whether to join it, and most Toronto centres have — but well over a hundred have not, and a centre outside the system charges whatever it charges. The count at the top of this page is read from the register each day, so it is the current one.

A centre inside CWELCC cannot charge more than $22 a day in base fees for an eligible child. Ontario's regulation sets the base fee at the lowest of three things: $22 a day, whatever that centre charged on December 31, 2024, or a set amount in a table — so plenty of Toronto centres charge less than $22, and this register carries no centre's actual fee. A before-and-after-school programme that joined after 2024 is capped lower again in Toronto: $15.26 a day for a kindergarten place, $12.55 for a school-age place. Every centre must list all of its fees in its parent handbook and post them at the centre. Ask for that document before you sign anything.

The fee reduction covers children from birth to six. If your child turns 6 between January and June, the reduction runs to June 30; if they turn 6 between July and December, it runs to the end of the month they turn 6. A child in a school-age room is covered only to the end of the month they turn 6.

Child Care Fee Subsidy

A separate programme from CWELCC, and the two are easy to confuse. CWELCC lowers the fee for everyone at a participating centre; the fee subsidy is means-tested help from the City with whatever is left, and it can cover the whole fee. It applies at licensed centres, licensed home child care and some camps and before-and-after-school programmes. The City says outright that there is a waitlist and to apply as early as possible — you can apply while you are still expecting.

Where else to get help

Licensed home child care agencies

Care in a caregiver's own home, licensed and overseen by an agency. Not in this register — smaller, often more flexible hours, and covered by CWELCC and the fee subsidy on the same terms.

Where these come from

The centres, their licensed places and their programme status are read from the city’s own open register of licensed child care. The city extracted this copy on October 9, 2026. It is a list of what centres are licensed to provide, not of what any centre has open today, and it does not carry fees — those are set by each centre and published in its parent handbook. The City's own Child Care Locator is the authority; if this page and that one disagree, that one is right.
