AB „Šiaulių energija“ publishes the price of district heat every month, in cents per kilowatt-hour before VAT. Nobody is billed in kilowatt-hours per square metre, so this page does the arithmetic in between: how much heat a typical Šiauliai flat of your size used in a month, what that comes to at the published price, and what the January VAT change added to it.
With 21% VAT added
Using the operator's published 3.59 kWh/m² across its buildings in June 2026, with VAT. The operator publishes how much heat its buildings used a month or two behind the tariff, so this is the newest month both figures exist for.

The kilowatt-hour figures are AB „Šiaulių energija“'s own monthly averages across the district-heated buildings in Šiauliai, and cover all the heat delivered — space heating plus the heat used to make hot water and keep it circulating, which is what a heat bill charges for.

Until the end of 2025, heat supplied to homes carried a reduced 9% VAT. The State Tax Inspectorate's own rate pages list that relief as running from 1 October 2009 to 31 December 2025, and list no reduced rate for heat from 1 January 2026 — the reduced rates that remain from that date cover accommodation, regular public transport, arts and culture, and books. AB „Šiaulių energija“ states 21% on its own billing page. That is what the tax authority and the utility publish; we have not read the amending statute itself, so treat the date as the reported one.
