On 1 July 2025 the way Sa Pa is governed changed. The old district-level town was dissolved and several wards were merged into a single ward, phường Sa Pa, under a new two-tier system. This page collects what is settled about that change and what it means for everyday paperwork — without guessing at details that can only be confirmed at the ward office.
What changed in Sa Pa on 1 July 2025?
Under Resolution 1673/NQ-UBTVQH15, Sa Pa became a single commune-level ward called phường Sa Pa. Six former wards — Hàm Rồng, Ô Quý Hồ, Sa Pả, Cầu Mây, Phan Si Păng and Sa Pa — were merged into it. The district-level town, thị xã Sa Pa, no longer exists as a level of government.
What does the two-tier system mean for me?
Vietnam's 2025 reform moved local government to two tiers: the province (Lào Cai) and the ward (phường Sa Pa). The district level that used to sit in between has been removed.
In practice, the ward is now the main level of local government for everyday administration. There is no separate district office above it anymore — matters that once went to the thị xã are now handled at the ward or the province.
Is thị xã Sa Pa gone? What is this place called now?
The district-level town, thị xã Sa Pa, was dissolved in the reform. Its area — 6 wards and 10 communes — was reorganised into 6 commune-level units: one ward, phường Sa Pa, and five surrounding communes.
People still call the wider tourist area Sa Pa. The administrative name for the town itself is now phường Sa Pa.
Where do I go now for official paperwork?
Administrative procedures (thủ tục hành chính) are now handled at the ward's public-administration service centre — the Trung tâm Phục vụ hành chính công phường Sa Pa — through its one-stop desk (bộ phận một cửa), rather than at a former district office.

How do I report a problem like rubbish dumping or a broken streetlight?
Lào Cai province runs an official field-reporting system, phản ánh hiện trường (PAHT), built for exactly these issues — illegal dumping, sanitation, streetlights and urban order. You can send a report, with photos, through the PAHT portal (paht.laocai.gov.vn) or the province's Lào Cai Số mini-app on Zalo, which routes it to the responsible agency.
One thing to know: the number 0866 581 898 that circulates online is the phone line for the newspaper Báo Lào Cai — it is not the reporting system.
Where can I check official announcements?
The provincial newspaper Báo Lào Cai (baolaocai.vn) reports ward news and administrative changes and is usually the first place a change appears in plain language.
The government portals laocai.gov.vn and sapa.laocai.gov.vn are the official channels, though they can be slow to load. For anything that affects a document you need, confirm it at the ward one-stop centre rather than relying on a directory listing.
