Oxford runs on two councils, which is the source of most wrong calls: things at your house are usually the city, things on the road are usually the county. Numbers here are national services we can verify; for council phone lines use the contact pages, which also have the online forms that get faster responses.
Two councils, two websites
Bins, council tax, housing and planning are Oxford City Council. Roads, traffic schemes, schools, social care and the Redbridge tip are Oxfordshire County Council. If one says no, you may simply be asking the wrong council.
