Kingston's zoning by-law (2022-62) generally allows up to three residential units on most urban lots — the house itself plus a second and third unit — as part of Ontario's province-wide additional-residential-unit rules. But the by-law also draws three overlay schedules where that default doesn't hold: two mark areas where sewer or water servicing can't yet take a second or third unit, and one is a Holding provision that keeps a fourth unit out of the zoning by-law entirely until Council lifts it.
