This page is the other half of the picture: the Mosel gauge cannot see a sudden downpour on the Endert, the stream that runs through the town, which can flood fast and locally. When the DWD warns of heavy rain (Starkregen), that is the risk it is naming.

The warnings here are for the warning cell of the Stadt Cochem — so they also cover Cond, Sehl and Brauheck. The DWD warns cell by cell; a summer thunderstorm can still strike one part of the valley and miss another, so treat a warning as “somewhere in and around Cochem,” not a street-by-street forecast.
