Naira and CFA francs both change hands at the Seme crossing, and this page shows what one is worth against the other today.
This is the market reference rate. It is not a changer's rate, and nobody at Seme will offer you exactly this number — that is normal. There is no official counter changing naira for CFA francs, and the person who does it is doing real work that costs something. Use the figure here to know roughly where you stand before you agree a price, not as proof that someone is cheating you.

This is a reference rate, not a quote
It is compiled from market data and updated once a day. It does not come from a central bank, and it is not the price at any particular bureau de change. The rate you are actually offered when you change money, or pay with a card, will be different. Use it to know roughly what your money is worth, then agree the real rate with the person in front of you.
Why the rate you are offered is different
The figure above is the wholesale reference rate — the price at which banks and large traders settle. A changer at the border is doing something else: handling cash, holding both currencies, and carrying the risk of whatever the naira does next. That costs money, so the price will be worse for you in whichever direction you are changing. There is no published rate for cash changed at Seme, by either country, so the reference figure is the only fixed point you have. Check it before you cross, and treat a large gap as a reason to ask elsewhere rather than as proof of anything.
The CFA side does not move
The CFA franc is fixed to the euro at 655.957 francs to one euro, and has been for decades. So almost every change you see on this page is the naira moving, not the franc. The page checks that parity against the rate it receives before it shows you anything: if the two disagree, it shows no figures at all rather than a number it cannot stand behind.
The Central Bank of Nigeria publishes its own exchange rates currency by currency. It does not quote the CFA franc against the naira directly, which is part of why the cross rate on this page comes from a market feed rather than from either central bank.
