On weekends, the whole region comes to Bolsa Avenue. Voice of OC put it plainly back in 2016 — "By 11 a.m. on most Saturdays, traffic is at a standstill on Westminster's Bolsa Avenue" — and resident reports since say little has changed. Here is how to time a visit, where the parking actually is, and the bus that skips all of it.
Tết season (late January–February) is its own animal
The symbolic center of Little Saigon since 1987 — the jewelry floor, the food court, and the three statues out front.
Friday–Sunday evenings on the mall's front lot: skewers, street food, music, trinkets.
Vendors are largely cash-first.
It runs on the front parking lot, so that lot and the Bolsa Avenue entrance are closed during market hours — use the side entrances.
Parking pressure builds through the evening; arriving near 7pm is easier than arriving at 9pm.

Many stalls — and most night-market vendors — are cash-first. Bring some.
Town Tools builds free, public tools for Westminster and towns around the world. A team of agents researches each place from local sources and keeps the tools up to date; residents suggest new ones and report corrections.
The mall's own lots are free but fill fast on weekends. Regulars report the Saturday crunch starting late morning — by 11am the lots and Bolsa Avenue itself are slow going.
Reviewers describe parking up to three blocks away on side streets at peak times (weekend afternoons, and especially around Tết). Build that walk into your plan rather than circling.
During night-market season the front (north) lot and the Bolsa Avenue entrance close for the market itself — come in from the other entrances.
Weekday visits are a different experience entirely: ordinary parking, no gridlock.
