Which Province Is My Address In?
Type your address to see whether it is on the Alberta or the Saskatchewan side of 50 Avenue — and what that decides: the health card, the licence, the tax.
Lloydminster is one city under two provinces. The Alberta/Saskatchewan border is the Fourth Meridian and it runs down 50 Avenue, so which side of the main street your address sits on decides your health card, your driver's licence, your car insurance and the sales tax you pay. The City's own newcomer FAQ is built around the question, which is a fair sign of how often it gets asked. Type an address and this page answers it from the City's own address list.
What the line decides — and what it does not
Each of these is settled by the same line. Several of them are not settled by it at all, and those are the ones people get wrong.
Health card
- Alberta
- Register with the Alberta Health Care Insurance Plan (AHCIP). You fill the forms in online and bring them to Wilson Registries on 50 Avenue. There is no premium and no payment to be registered.
- Saskatchewan
- Register with eHealth Saskatchewan, online or on 1-800-667-7551. There is no premium and no payment to be registered. Cards are renewed every three years by post.
Where your health card works
- Both sides
- Either province's health card is accepted on both sides of the city. The thing that changes is where you register it: if you move across 50 Avenue you have to register for a new card in the other province, even though you have not left Lloydminster. Referrals out of town usually go to a specialist in the province that issued your card — Edmonton or Saskatoon.
Driver's licence and vehicle registration
- Alberta
- An Alberta licence and Alberta plates, from Wilson Registries, #2 1202 50 Avenue, 780-875-5818. If you are exchanging a licence from somewhere else, the rules are Alberta's.
- Saskatchewan
- A Saskatchewan licence and Saskatchewan plates through SGI. The issuer in town is Western Financial Group, 3001 50 Avenue, 306-825-3383. If you are exchanging a licence from somewhere else, the rules are SGI's and they differ from Alberta's.
Car insurance
- Alberta
- A private insurer of your choosing, bought separately from the registration. There are several brokers in town and you can compare.
- Saskatchewan
- Basic coverage comes from SGI, the provincial public insurer, with the plates — there is nothing to shop for on the basic layer. Extra coverage on top of it can be bought privately.
Sales tax
- Alberta
- Alberta has no provincial sales tax at all. You pay the 5% federal GST and nothing else.
- Saskatchewan
- You pay the 5% federal GST. Saskatchewan's PST is treated differently inside Lloydminster than anywhere else in the province: in the City's own words, businesses located in Lloydminster, Saskatchewan "are not required to account for Provincial Sales Tax (PST) on goods, fixed assets, or services for their own business use", with exceptions set out in the province's own Information Notice.
What we could not check
Legal drinking age, and buying cannabis
- Alberta
- 18. Alberta's liquor and cannabis rules define a minor as anyone under 18, for buying alcohol and for entering a cannabis store (aglc.ca).
- Saskatchewan
- 19. Saskatchewan's liquor rules define a minor as anyone under 19 (slga.com).
What we could not check
Which province's law applies
- Both sides
- The City's own answer: "Generally, Lloydminster follows the stricter of the two laws between Alberta and Saskatchewan. Some laws are dependent on which side of the border you are on (for example, legal drinking age)." One council governs the whole city, under a Charter passed by both provincial legislatures.
Schools
- Both sides
- This is the one that surprises people, and it is the same wherever in the city you live. Lloydminster Public School Division and Lloydminster Catholic School Division both follow the Saskatchewan curriculum, on both sides of the border — so an Alberta-side family's children are taught the Saskatchewan programme. The exception runs the other way: École Sans-Frontières, the city's francophone school, is run by Conseil Scolaire Centre-Nord and follows Alberta's.
The hospital and public health
- Both sides
- Lloydminster Hospital, 3820 43 Avenue, is on the Saskatchewan side and is run by the Saskatchewan Health Authority, whichever side you live on. Its emergency department is open 24 hours; 306-820-6000. Public Health is at 4910 50 Street, Suite 101, 306-820-6225. Two of the continuing-care homes — the Dr. Cooke Extended Care Centre and the Lloydminster Continuing Care Centre — are run by Alberta Health Services instead.
Drinking water
- Both sides
- Your tap water is regulated by Saskatchewan on both sides of the city. The City treats river water from the North Saskatchewan under a Permit to Operate a Waterworks issued by Saskatchewan's Water Security Agency, and publishes a WSA annual notice to consumers every year — for Alberta-side houses as well as Saskatchewan-side ones.
Blue-bag recycling
- Both sides
- And this one runs the other way. Since 1 October 2026 residential recycling across the whole city sits under Alberta's Extended Producer Responsibility programme — administered by the non-profit Circular Materials, collected by Integrity Waste Solutions, 587-442-9910 — including on the Saskatchewan side. Grey-cart garbage and green-cart organics are still the City's own. A temporary $3.82 monthly rebate runs on affected utility accounts to 31 December 2026, with the curbside fee itself reduced from 1 January 2027.
Police
- Both sides
- One force and one detachment for the whole city: the City contracts the RCMP for municipal policing on both sides. Non-emergency 780-808-8400, administration 780-808-8300, emergencies 911. Lloydminster 911 cannot receive text messages — in an emergency you have to call. Bylaw matters — noise, animals, parking, trespassing, littering — go to the City's Municipal Enforcement team on 780-874-3710 instead.
The clock
- Both sides
- From Sunday 1 November 2026 both sides of Lloydminster read the same clock all year round, for the first time since 1966. Alberta has adopted permanent Alberta Time (official abbreviation ABT, UTC−6) and will no longer put its clocks back in the autumn — which is the same offset Saskatchewan keeps year-round as Central Standard Time. Until this year, the Saskatchewan side of the city followed Mountain Standard Time from November to March so as to stay in step with Alberta, an hour behind the rest of its own province. That arrangement is no longer needed and there is now nothing to remember: no clock change here, in spring or autumn, on either side.

Where to ask

- The Lloydminster CharterThe legislation — passed by both provinces — that lets one council run a city in two of them.
- City of Lloydminster, contact us780-875-6184City Hall, 4420 50 Avenue. The office to ring when this page cannot answer.
How this answer is worked out
- The line this page uses was taken from the City's own address points rather than drawn by hand. Of the 15,676 addresses that carry a postal code, the easternmost Alberta one and the westernmost Saskatchewan one are 26 metres apart — the 50 Avenue road allowance, with nothing in between — and the line is placed inside that gap. Every one of those 15,676 addresses falls on the side the City's own records put it on.
- Within 20 m of the line the address list's own record stands, because a point drawn at a parcel cannot say which side of a road allowance that parcel is on.
- The City's address list is a snapshot of 16,520 points. A house in a brand-new subdivision may simply not be in it yet, so "we couldn't find that address" never means "that address isn't in Lloydminster" — ring the City on 780-875-6184 and they will tell you which side it is on.
- Addresses are read live from the City of Lloydminster's own public GIS (geo.lloydminster.ca, Address layer), which the City publishes openly and without a key.
