Question 1

My papers burned with my home. Are my identity and my property lost?

Accepted Answer

No. What you keep at home are copies — the master records are held centrally by the state, and those are what prove who you are and what you own.

Your civil registration sits with the General Directorate of Personal Status (the Nofous), tied to the place your family is registered, not to your house. Your property is recorded at the Land Registry, and for the Nabatieh district those records were evacuated to safety in Sidon before the office was lost. Both can issue you a fresh certified document.

Two honest limits. Civil records were digitised only up to about 2020, so the most recent years can be slower to trace on paper. And land that was never formally registered or surveyed is harder to prove — a known problem across the south that officials say may take a long time to sort out. Neither changes the basic point: start with the registers, because your record is almost certainly still there.

Question 2

How do I get a new family civil-status record (ikhraj qaid)?

Accepted Answer

The ikhraj qaid — the extract of the civil register — is issued by the Personal Status office (da'irat al-nufus) where your family is registered, under the General Directorate of Personal Status. You can ask for an individual extract (ikhraj qaid fardi) or a family one.

If you have no old copy at all, the office works from the master register — bring whatever identity document you still have, and your mukhtar can identify you and vouch for you. In recent years an electronic extract has also become available, though access may be limited near the line.

Get this first: many ID and aid steps ask for an extract no more than six months old, so a fresh ikhraj qaid is the paper that unlocks the others.

Question 3

How do I replace a lost or destroyed ID card (hawiya)?

Accepted Answer

The usual steps are these.

First, report the loss to the police and keep the report — do it sooner rather than later, as a late report makes everything harder.

Then gather what the application needs: the police report; recent ID photographs; an individual ikhraj qaid no more than six months old; a blood-type slip, which any medical lab can give you; and a proof of residence and the application form, both prepared by your mukhtar.

Finally, submit it to the Personal Status directorate for your area to be fingerprinted and photographed for the new card. Your mukhtar is the practical first stop — for the residence proof, the form, and to point you to the right office.

Question 4

How do I get a copy of my property title deed?

Accepted Answer

The Land Registry — the General Directorate of Land Registry and Cadastre — holds the master record of ownership, and you request an official certified copy (an ifada aqariyya) from the registry office that covers your area. For the Nabatieh district, ask at the office in Sidon, where the records were taken for safekeeping.

For land that is already registered, a certified copy is a routine request in normal times; after the war, expect it to be slower. Where land was never registered or never surveyed, officials have said rebuilding the files could take a long time.

Anything you still have helps: an old photograph of the deed, a sale contract, tax receipts, or simply the plot number. Remember that in Lebanon ownership passes only when it is inscribed at the Land Registry — so the registry's record, not the paper in a drawer, is what counts.

Question 5

What should I keep, and what should I watch out for?

Accepted Answer

Keep safe copies of every paper you still have — photograph them on your phone and store them somewhere else as well — and write down your family register number and your plot number, which make every lookup faster.

Be wary of anyone who offers, for a fee, to 'recover' your records or to 'speed up' a reissue. The registries charge only their normal official stamp fees, and no one needs a paid middleman to look up your own record. Treat a demand for money up front as a warning sign, the same as with damage-compensation scams.

If you are abroad, a Lebanese consulate can issue a civil-status extract, and a trusted relative or a lawyer holding your power of attorney can act for you at the registries back home.
