Is My Estimated Bill Over the Cap?

If you have no meter, the regulator sets the most you can be billed in a month, feeder by feeder. Check your bill against it.

If you have no meter, MainPower bills you an estimate. Enugu State’s electricity regulator, EERC, sets the most it may bill you in a month, in kWh, for each feeder. Find the units on your bill and compare.

Do you have a working meter?

The name the regulator uses for the line your home is on.

The number of kWh you were billed for, as printed on the bill.

If you add it, the page works out what the extra units cost.

Who the cap covers

The cap covers customers billed by estimate on ordinary (Non-MD, or non-maximum-demand) accounts, which in plain terms means households and small shops. Larger customers on maximum-demand tariffs are outside it; MainPower can tell you which kind of account yours is.

What the order says — Order EERC/2026/001

  • Each month the regulator sets a cap in kWh for every feeder. It is worked out from what metered customers on the same feeder actually used, with a 15% allowance added.
  • No customer billed by estimate may be billed for more units than the cap for their feeder.
  • A new connection may not be billed by estimate at all — a meter has to be installed first.
  • The order took effect on 1 June 2026 and replaced the 2025 order on the same subject.

And what it says that does not help you

  • A customer who refuses to let MainPower install a meter is not entitled to supply and can be disconnected until one is installed. Asking for a meter is the way out of estimated billing.
  • The cap is a ceiling. The order does not say what a bill under it should be, so a bill under the cap can still be higher than your real use.

Where to take it

Before you ask anyone to look at a bill, write down the month of the bill, the kWh billed, the feeder, your account number and the date you received it. Keep the paper. Take it to MainPower’s district office in Nsukka and, if it is not put right, send the same to EERC’s consumer complaints desk, which lists billing disputes as its business.
