In places where water is the tightest constraint and the water district tracks the whole community in gallons per person a day, it lets a resident see roughly where their household lands between the conservation goal and the local average, and which use — indoors, lawn or pool — matters most. It's plain arithmetic from published figures, clearly labelled an estimate, and it's built to be reused in any desert town with a per-person conservation goal.
